Abstract :

It is a fact that the world today is not as hopeful of democracy as it was thought in previsou generations. It attitude is one of caution, if not criticism. In the words of Woodrow Wilson, the First World War was fought to make the world safe for democracy. But the problem which has confronted it since then is how to make democracy safe for the world.
