countries have scrapped efforts to promote import substitution and are now emphasising
export led development strategies. With this reference, industrial estates are viewed as
important instruments of local industrial development. By clustering into industrial
estates, small, medium and even large enterprises can take advantage of public
infrastructures, economise on construction and common facilities, and gain accesses to
nearby skilled labour markets, research and education facilities and other critical
