state governments are investing massive funds into the development of educational
infrastructure, like universities, quality – teaching personnel, educationalist are
generating new venues of employment in the country, one of the basic question is that,
frequently raised, whether all this investment and benefits are going to sections of society
or whether they are reaching the under privileged and ignored sections of society or they
