provide information that can be used to guide administrative decisions. These decisions
may range from developing a set of detailed procedures for some aspect of an
educational enterprise, to a major reorganization of an entire education system. The
quality of such decisions is the major determinant of successful administrative practice
and, eventually, these decisions define the long-term nature of educational
organizations. The quality of educational planning decisions depends, on the quality of
the information upon which they are based. This information provides the best possible
guidance for decision making when it is based on sound educational research combined
with expertise derived from a comprehensive knowledge of the innermost 'workings' of
the education system(Wisely Borg, 1989). The purpose of this paper is to furnish
educational planners with information on how to read and judge research reports in
