Abstract :

The basic objectives of all five year plans had been i] Growth ii] Modernization iii] Self Reliance and iv] Social Justice. No UNIFORM growth. Fruits of growth not reached to the poor strata of society despite overall satisfactory growth of the country's economy. All other poverty alleviation & self employment programmes resulted in a lack of proper social intermediation, absence of desired linkages & focusing to achieve individual programme targets rather than sustainable income generation. To rectify this, Govt. restructured existing self employment programmes and conceived into a new holistic programme of micro-enterprises known as “Swarnjayanti Gram Swarozgar Yojana” [SGSY] launched from 1st April 1999 replacing existing schemes to cover all aspects of self employment such as organization of the poor into self help groups and their capacity building, planning for activity clusters, infrastructure building, training, credit, technology and marketing arrangements.
