Abstract :

The concept of a Welfare State (Sukhi Rajya)’ is an age-old notion in the Indian political history. Kautilya in his work Arthasastra has clearly stated that the welfare of the people is the primary duty of a king (Praja sukhe sukham rajnah I prajanamcha hite hitam II).
