  1. Mental health is a basic human right that must be given highest priority in times of crisis, regardless of race, class, gender, ethnicity, or age. Peoples and nations recovery from the epidemic would be hindered if large populations were left emotionally damaged as a result of this outbreak.
  2. Human rights violations are likely to increase if health services are under-resourced and badly administered. Ensuring human rights is taken into account is essential for a holistic health system strengthening strategy.
