VC's appointment: SC lawyer sends protest petition to chancellor, chief minister

GAYA: Supreme Court (SC) lawyer Kumar Ranjan, who contested the VC appointment case in the SC as the lawyer of one of the petitioners, has petitioned governor-cum-chancellor D Y Patil and CM Nitish Kumar alleging foul play by some Raj Bhawan officials in the shortlisting process of the ongoing exercise to appoint new VCs in all the universities of the state. The petition has identified two officers deputed in the Raj Bhawan who are alleged to have indulged in 'criminal conspiracy' to keep out the more deserving among the applicants and unscrupulously shortlisted a tainted trio that managed to get interview calls. As per the contents of the petition, some former VCs, in collusion with a couple of Raj Bhawan officials, played a dirty game by concealing impressive resume of good candidates from the search committee members to promote the interest of less deserving aspirants. The petition also identified an IAS officer, who is alleged to have got his father shortlisted for consideration despite his (IAS officer's) father figuring as accused in a fraud case pending in a Haridwar court. The lawyer claimed he was in possession of incriminating material against the IAS officer's father. The petition ends with a request to take these factors into consideration before finalizing the appointments to these highly prestigious positions. The petitioner hoped the SC order in the matter will be honoured in letter as well as spirit. Earlier, too, questions were raised about the composition of some of the search committees and inclusion of an allegedly tainted person as a member of the search committee and lack of transparency in the shortlisting process. The MU list of shortlisted candidates, too, caused ripples for alleged omission and commission. Whereas two candidates, nominated by two different former governors of the state, were not even called for interaction, one MU teacher never known in university circles for anything academic and scholarly figured in the name of probables for consideration by the search committee. The university teachers expected uploading of the profile of all the aspirants on the Raj Bhawan website to ensure more transparency but that has not been done. For decades, appointment of VCs and Pro-VCs has been a matter of dispute and controversy and on several occasions in the past, the CM and the governor have not been on the same page on the appointment issue. In order to end the controversy, Patna HC Judge A K Tripathi explained what consultation really meant, as earlier the governor-cum-chancellor made the appointments in consultation with the state government. A few months back, the SC framed guidelines for VC appointment through a constituted search committee.
