Bihar to recruit over 9,000 lecturers

The recruitment of assistant professors in Bihar universities and constituent colleges were done on the recommendation of BSUSC and Bihar College Service Commission till 2007 The Bihar government will constitute Bihar State University Service Commission (BSUSC) for expediting the process of appointment of teachers in state-run varsities. An amendment in the Bihar State Universities Act, 1976, for formation of BSUSC, was passed by voice vote in the Bihar Legislative Assembly on Thursday. The recruitment of assistant professors in Bihar universities and constituent colleges were done on the recommendation of BSUSC and Bihar College Service Commission till 2007, when both were dissolved by Chief Minister Nitish Kumar following charges of nepotism on some of the commission members. In 2013, the state government handed over the hiring work to Bihar Public Service Commission (BPSC). "It issued an advertisement against 3,364 teaching vacancies across all streams in 2014. However, three years on, the department has received merit-based recommendation for only 565 posts in four subjects," Bihar education minister Ashok Choudhary said. Court cases related to BPSC's appointment process resulted in the delay, sources said. Choudhary said, "In the meanwhile, several teachers have retired and Bihar stares at a huge gap between the number of teachers required and those actually working. This makes it mandatory for constitution of BSUSC, to expedite the recruitment process." In fact, BPSC's recruitment process was started after a gap of almost 13 years as prior to that, the last appointment of about 1,000 lecturers in Bihar was done in 2003. According to estimates, BSUSC will do the hiring for more than 9,000 vacancies' across government universities and constituent colleges at present. Also, the BPSC, will fill the 3,364 posts it had advertised for, through their own process. A senior state education department official said BSUSC was likely to take final form within the next six months. The appointments will be made according to the norms prescribed by the University Grants Commission (UGC). The BSUSC will invite annual applications against the vacancies, only from those candidates, who have cleared the eligibility tests.
