PATNA: Appointment of vice-chancellors in the universities of Bihar will be made on the basis of the recommendations of a search committee and on the suggestion of the state government. The state government has prepared Bills amending the existing Acts for all universities in Bihar for this purpose. The Bills were circulated among the members of Bihar legislative assembly on Monday. The government will constitute search committees consisting of three to five members for selection of the VC in each university. One of the members of the search committee nominated by the governor will be a Padma awardee. Another member will be director of any IIT, national law university, Indian Institute of Science, ISRO or National Research Laboratory or vice-chancellor of any university. The chancellor, state government and the UGC will nominate their representatives in the search committees. The committee will send the names of the candidates to the state government. The government will send its recommendation to the governor for appointment of VCs. A person who has been university professor for at least 10 years or occupied equivalent post in any research institute can be appointed VC, according to the proposed Bills. The government will also bring an amendment to the Bodh Gaya Temple Act 1949. According to the Bill, the existing Act provides for the district magistrate of Gaya to be appointed as chairman of the temple management committee. In case of a non-Hindu being the DM, the state government nominates any other Hindu official as chairman of the committee. But, India being a secular state, the latter provision is being dropped in the amendment Bill.
