ANGLO-SIKKIM RELATIONS FROM TREATY OF TITALIA TO THE FIRST WORLD WAR (1817-1914)

Abstract :

Sikkim, during the first decade of the nineteenth century was regarded as the most secluded and quiet political unit of the Himalayas. Yet, it began to attract the British East India Company due to a short and a safe route for trade to Tibet that lay through Sikkim. It was not easy for the British to extract Sikkim to their side as it was surrounded by a hostile Gorkha Kingdom in the West and Tibet in the North. The Anglo-Gorkha War paved a way for Sikkim to maintain an affable relation with the British as she was restored to all of her lost territories at the hands of the Gorkhas by the British through the Treaty of Titalia in 1817. This paper highlights Sikkims internal disputes with the Kotapas and the rebellion of the latter against the ruler resulting to the deployment of British Officers to settle a dispute between these conflicting interests marks the beginning of protective influence of the British power in Sikkim. The yoke of British imperialism began to sling on the chicken neck shaped Himalayan Kingdom after the cession of Darjeeling in 1835 in an apt manner. The subvention of Darjeeling to Sikkim had later on become an apparatus of operation to bend Sikkim towards the British fold. The expedition of British against Sikkim following the arrest of two British Botanists and the Treaty of Tumlong (1861) further squeezed her position into a British protectorate. The conclusion of Tumlong Treaty marks the foundation of a peaceful era of Anglo-Sikkim relations. The King Sidkeong Namgyal in complying with the British motives acknowledged their plans for the Nepalese settlement. However, his successor backed by the aristocrats vehemently opposed the idea resulting to an embittered relation with the British. The paper also focuses on the disputes between the pro settlers and anti settlers’ aristocrats and the British favour to the pro settlement section. The existing unhappy Indo-Sikkim relations were further broadened when King Thotub Namgyal was asked to stay in Sikkim during summer. To get an easier passage to Tibet in June 1889, John Claude White was appointed as the first Political Officer of Sikkim with powers of de-facto ruler. The King was removed to Kurseong in the Darjeeling district and was kept in solitary confinement with his Queen. While, the royal couple was in confinement, the British made a convention with the Chinese popularly known as Anglo-Chinese Convention of 1890. The Convention defined boundary between Sikkim and Tibet and allowed the British Government to have a direct and exclusive control over the internal and external administration of Sikkim. For a comprehensive understanding the paper has been divided into five sections. The important issues discussed in these sections like the cession of Darjeeling, seizing of Morung, the treaty of 1861, Nepalese settlement in Sikkim, confinement of the King, and the appointment of British Political Officer were some of the major actions taken by the British to secure their stronghold over the isolated territory of Sikkim. Their mission was finally accomplished by the conclusion of Anglo-Chinese Convention of 1890 by placing Sikkim under British administration.
